When I move a selection or a layer I sometimes just want to move it one or two pixels in one direction, and that is really hard with the mouse. Is there a way I can just grab something and then tell it exactly how I want to move it in coordinates, or even use the arrow keys or something like that?

Yes, you can do this. What you need to do in my experience is to have the part you want to move in a separate layer. Then, you select the layer, select the Move tool, and then make the window with the picture in it active. You should then be able to use the arrow keys to move that layer.

Another option is to zoom right in. Then it's much easier to be accurate with mouse drags.
